ACDBE Partners

The History ACDBE

Founded in 1981, The Grove, Inc. (TGI) began as a woman-owned ACDBE airport food and beverage operator, providing nuts and snacks in kiosks. Michelle Dukler took over as CEO and President in 2004 and guided the company in a new direction by adding nationally recognized and exclusive brands to the portfolio. Over the years, TGI gained a reputation for exceptional operations and customer service, which provided new opportunities in many airports. As an ACDBE operator, TGI expanded by procuring locations through direct leasing with airports and by partnering with prime concessionaires as a subcontractor, operating each location. The company grew to become a highly regarded successful airport food and beverage operator.

TGI’s current CEO Nina Madonia has added highly desired, nationally recognized brands and casual dining restaurant opportunities, along with expansion into tourist driven non-traditional venues. She continues to drive company growth and industry success.

What is ACDBE?

The Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program is similar to the DBE Program. ACDBE is a DOT program designed to level the playing field for small businesses wanting to do business with agencies receiving federal funds through the Federal Aviation Administration (FAA) and wishing to participate in contracting opportunities at airports.

What Partners Say About Us

“The Grove Inc performs at a high level and I often use them as an example of how an operator makes a huge impact on the performance and the revenue of a store; no matter if it is a well-known franchise or a small market franchise. They are always searching for new ways to increase their revenue and in turn, our revenue, while staying within the parameters we require.” – Robert Miville, Concessions Group Manager, City of Dallas, Department of Aviation

“TGI has been a pleasure to work with during a very difficult time, and we have been appreciative that they have kept Jersey Mike’s open throughout the pandemic. With only a few concessions options open in the terminal, the TGI team has been essential in helping us to get through those challenging months by providing their popular offers and services to the traveling public.” – Elisabeth Sailer, VP, Commercial Development, EWR Terminal One LLC

“TGI has consistently demonstrated a commitment to operational excellence, brand management and effective leadership.” – Matt Sullivan, New Restaurant Growth – Licensing, Chick-fil-A, Inc.

“Due to COVID-19, a majority of our local businesses and airport concessions closed in mid-March and early April. As a 24/7 operation, we were faced with a shortage of food options (both on and off the airport property) for our essential employees. The Aviation Director’s staff reached out to Brad Kleiss, Manager at Jersey Mike’s, who arranged to accept email orders and deliver the meals to the Airport Director’s office. With minute-by-minute changes in operations and spontaneous meetings/working lunches being scheduled, many of our orders were placed with short notice. On several occasions, Brad Kleiss and Genaro Luque were instrumental in providing individual and catering style meals to members of the Executive Team.” – Amy Shaw, Manager, Commercial Business/Development, Las Vegas Department of Aviation

“We are especially appreciative of how TGI has handled the COVID-19 pandemic. They have continued operating in both airports providing food and beverage options while following every protocol for the safety of guests, staff and the airport community.” – Susan Germack Drury, Leasing Manager (DCA and IAD), MarketPlace Development
